This lens usually comes as part of a kit (along with an entry level film SLR). It's lightweight, which pretty much sums up the good stuff I can say about it. Oh, plus at least this version come with USM.
Otherwise, it's built like a free toy from cereal box and is optically a non-performer.

It is a good standard lens for a film camera but doesn't have wide angle capability with an APS sized sensor. I use it as a carry around lens when hiking but I really need to carry a wide angle lens for landscapes. Sometimes I just carry the Elan 7 that it came with; it works well with a good quality film.

Front focus ring / rotating filters, plastic mount

The focus ring is the front of the barrel.
Ergo the filter rotates.
Essentially with this thing you're focusing with the filter ... a filter which you're gonna need because the lens bulges out just asking for a scratch.
But compared to other lenses I've seen in this range / price ... it's sharp.
Very sharp between f/5.6 and f/16
If you can get it cheap or it's the only lens in that range available, go for it. Compared to not having a zoom?

It's an OKAY lens if you're on a budget. I belive it does come bundled with certain cameras. The motor USM is fast, and probably this lens' only good feature. The CA is pretty bad, and it never seems able to produce tack-sharp images. The aperture is also pretty disappointing. But for it's price - you get what you pay for. Really only good for outdoor (aka bright) casual sports/action shooting.
Warning to those with butterfingers, the glass element directly behind the first element is attached internally via plastic clips. It is very likely that dropping it a few feet will cause that element to dislodge or completely come loose. It's a simple task of disassembly and clicking it back in for those mechanically inclined. Otherwise, probably something you'll need to baby.
